Law enforcement sources tell TMZ it’s “unlikely” prosecutors will file hit-and-run charges against Heather Locklear.

TMZ broke the story that Heather was arrested Saturday for allegedly striking a “no parking” sign near her house and then fleeing the scene. A neighbor heard a crash at around 4:00 AM Saturday but didn’t call the cops until 15 hours later.

Our law enforcement sources say cops don’t have the ammo to prove Heather was driving the car in question. Here’s what we know:

- Cops went to the guard shack last Saturday at Heather’s development and the guard on duty said he saw a BMW with right wheel well damage that was consistent with the accident.

- Cops checked the surveillance video which shows the BMW going into the complex hours after the incident but the driver can’t be ID’d.

- One of the investigating deputies picked up a piece of plastic at the scene and it matched a piece missing from Heather’s car.

- Sources say as of now there is “nothing approaching proof beyond a reasonable doubt” that Heather drove the car that hit the sign, making it “extremely unlikely” prosecutors will file charges.

And there’s this — the “Ghostbusters” defense. Even if there were proof that Heather hit a “no parking” sign, who’s she gonna call at 4 AM on a Saturday? It’s not like hitting a car where you leave a note for the owner — who leaves a note on a “no parking” sign?

When Jack Rogers first heard media reports of Tiger Woods’ multiple extramarital affairs, the first thing he did was say a little prayer for Woods and his wife. The second thing he did was tally up the number of women who claimed to have had sex with the famous golfer.
“I said to myself, ‘My God, that’s some body count,’ ” Rogers remembers.
Jack Rogers — that’s not his real name — knows a little something about body count because he has one of his own: In the first 20 years of his marriage, he says, he slept with some 50 women. While some view Woods as just an unfaithful louse who was looking for a good time, Rogers sees him as a sex addict.
What’s the difference? Rogers, who works in the high-tech industry in Washington and has two children, says his whole life was geared around how he would have his next orgasm, in the same way a methamphetamine addict is constantly trying to find his next drug hit.
Between women and pornography, “I was having three, four, five orgasms a day,” he says. “As soon as I was done with one I was thinking about how I was going to get the next one. Sex was controlling my life, and I was miserable.”
Confessions of a sex addict
Now 49, Rogers says his addiction began at age 16.
“I would have sex for hours and hours at a time, and then go look at pornography,” he remembers. “Sex was my all-consuming endpoint.”
While some young men might brag about their sexual conquests, Rogers was the opposite. He kept his sex life a secret, seeking out girls who didn’t attend his high school.
He says no one suspected.
“I was elected all-school president,” he says. “I was well thought of. I earned a full scholarship to the University of Washington. If you’d met me, you’d think, ‘Wow, I want to give that kid a scholarship.’ ”
He continued to be obsessed with sex in college. “The day Mount Saint Helens blew up, everyone was talking about it. But I didn’t even know it happened because I was having sex all that day,” he remembers.
He was never faithful to a girlfriend, and although he married at age 25, he was never at any point faithful to his wife.
“I was having affairs while we were engaged,” he says.
His quest for sex started at 4 in the morning, when he would wake up to get in touch with the women he was seeing on the East Coast. The rest of the day was spent mapping out his sexual activities. Some of the women he had sex with were colleagues. Others were prostitutes. Some were women he met by chance.
“I could meet a woman on the elevator and be having sex in her apartment two days later,” he says. “I would just get a feeling, from the amount of eye contact or the type of eye contact, that a person would be open to the idea.”
He says he usually had two or three affairs going on at one time, but didn’t actually derive pleasure from them. “I wanted to stop and I couldn’t,” he says. “I was miserable. It was a horrible way to live.”
How do you know if you’re a sex addict?
Jay Parker, a dependency counselor who runs a program for sex addicts in Redmond, Washington, called “No More Secrets,” says an intense interest in sex doesn’t mean someone is a sex addict.
“It’s like with alcohol — everyone who gets a DUI isn’t an alcoholic,” he says. “There are people who have errors in judgment — they’re not addicts.”
So how do you know when someone’s behavior has crossed the line into addiction?
According to the Society for the Advancement of Sexual Health, an estimated 3 to 5 percent of Americans could fall in the category of having an addiction to sex.
However, it’s important to note that the official handbook of psychiatric diagnoses, The Diagnostic and Statistical Manual of Mental Disorders, doesn’t include a diagnosis for sexual addiction. Some therapists, like Craig Fabrikant, a clinical psychologist at the Hackensack University Medical Center, doubts such a thing even exists.
“I think it’s more of a habit than an addiction,” he says. “I would classify it as OCD — more of an obsession or compulsion than an addiction.”
But professional arguments aside, Fabrikant agrees that people like Rogers who are miserable or dysfunctional because their sex lives are out of control need professional help — and that the first step is to recognize when they have a problem.

Here are some general ways to know you might have crossed the line from healthy sexual interest to sexual addiction or compulsion:
1. You lie
For Parker, the sex addiction counselor, this is the No. 1 way you know you’ve crossed the line: when you make up stories to get sex.
“If you lie with women to get them to have sex with you, you’re a predator and an addict,” he says.
2. Sex consumes you
If your interest in sex runs your life, you have a problem, says Robert Weiss, a social worker and founder of the Sexual Recovery Institute. He says addicts “are always preoccupied with hitting on someone, or picking someone up, or getting home to look at porn before their spouse comes home.”
3. You’re “divorced, dead, fired or arrested”
If you continue your sexual activities even under threat of being “divorced, dead, fired or arrested,” you’re an addict, Parker says.
“They ignore the consequences,” Weiss adds. “They say, ‘I could really screw up myself here, but I’m going to continue to do it.’ ”
4. You have an intense interest in pornography
“The pornography piece of this cannot be overstated,” Parker says. “Show me a guy who’s having sex with three women in one week, and I promise you he has a relationship with pornography.”
5. You want to stop and you can’t
Sexual addiction is defined by a loss of control, Weiss says.
“I was totally out of control. I tried to stop and I couldn’t,” Rogers says.
Five years ago, when the misery got to be too much, Rogers confessed his addiction to his wife and checked himself into an inpatient treatment program for a month, which included not having orgasms alone or with anyone else.
After leaving the treatment center, he continued on outpatient treatment, and has not cheated on his wife again.
In treatment, Rogers was not allowed to engage in any type of sexual activity or look at pornography. He also did what he called “psychodrama,” looking at situations from his past that might have led to his addiction, including being sexually abused repeatedly at age 7 by an older boy in his neighborhood. In other sessions, counselors helped him understand the effect he’d had on his wife and children, the women he’d slept with, and their families.
His wife joined him for two days at the program. He read her his “disclosure letter” describing his sexual activities over the past 20 years.
“She knew about the pornography and masturbation, but she didn’t know about the affairs or the prostitutes,” he says. “So it was very difficult to her to receive this information, just in terms of the sheer numbers of women.”
In the last week of treatment, he and his doctors mapped out what his life would look like back home after recovery. He sees a counselor and goes to a 12-step recovery program. “In my first 365 days after treatment, I went to 523 meetings,” he says.
Early on in his recovery he did sometimes look at Internet pornography, but a software program he installed on his computer alerted his wife and sponsor in his support group, and he stopped looking at porn.
Gradually, Rogers says, he learned how to have a healthy sex life with his wife.
“That’s what we aim for,” Parker says. “We’re not trying to turn someone into a monk. He needs to learn how to have sex like a gentleman.”

Holy blockbuster, Batman! A buzzy article from the New York Times revealed that director Christopher Nolan is hard at work on another flick.

Of course, it’s not like this is a huge surprise. There was no way Hollywood wasn’t going to make a sequel to the “The Dark Knight,” the third-highest-grossing movie of all time. Still, Nolan’s participation will likely cause a huge sigh of relief among moviegoers. Remember when, back in the ’90s, director Joel Schumacher replaced Tim Burton and nearly killed the franchise?

The forthcoming blockbuster (not yet titled) also illustrates the escalating battle between Warner Bros. — which produces many movies based on DC Comics, including “Batman” — and Disney, which recently acquired DC’s biggest rival, Marvel Comics.

Indeed, both studios have a slew of superhero flicks coming soon to theaters. In the New York Times article, it’s revealed that “Wonder Woman” and “The Flash,” both longtime favorites from DC, are “expected to (be) announced” in the coming months. Additionally, DC’s “The Green Lantern,” starring Ryan Reynolds as the hero and Blake Lively as his lovely love interest, is scheduled for a 2011 release. There’s even a rumor that Mr. Nolan may supervise the development of a “Superman” reboot.

Clearly DC has a lot of irons in the fire. But Marvel isn’t surrendering the cineplex anytime soon. Not only does Sony’s forthcoming “Spider-Man” reboot have a hot director at the helm (Mark Webb of “500 Days of Summer”), it’ll also come to theaters in 3D. Barring any delays, the flick, which will focus on Spider-Man’s high school trials and tribulations, will spin its way onto the big screen in 2012.

What’s that, Marvel superfan? Can’t want that long? No problem; “Iron Man 2″ has you covered. Paramount’s sequel to the surprise 2008 hit starring Robert Downey Jr. lands in theaters this summer and already has a sizable following in Search. Over the past month, online queries on the film are among Yahoo’s top 3,000. Additionally, Web interest in the trailer shows no signs of slowing down. Kind of like the war between DC and Marvel.

There are a lot of Atlanta Falcons fans who still love Michael Vick(notes), and will always love Michael Vick. Why this is so, I’m not entirely sure, because it seems like with each passing day, Michael Vick makes a new effort to let the people at Atlanta know that he played them for chumps, every single step of the way.
First, while he was supposed to be saving the franchise and leading them to the promised land, he was also busy unleashing a holy war on the puppies of the area.
That’s a crime, of course, and it cost him a good portion of his football career and ended his stay with the Falcons. If you want to stick by Vick’s side through that, that’s fine. I get it. He’s a man, he made a mistake, and he deserves forgiveness. As long as he’s dedicated to the home team, we can forgive a human foible and move on, right?
Well, what if, at the same time, he didn’t give a damn about the home team, either?
Vick told 790 AM The Zone in Atlanta that while he played for the Falcons, he wasn’t giving 100%. Now, I’m sure a lot of people already had a hunch that Vick didn’t get the most out of his abilities, but hearing him admit is another thing. Vick openly admits that he wasn’t anywhere near the quarterback he should have been. From AJC.com:
“There was a lot more I could have done off the field and in the film room that could have elevated my game to a different level,” Vick said. “I was complacent at the time, somewhat lazy, and I settled for mediocrity. I thought what I was doing was enough.”

“Just imagine what I could have been doing if I really would have been applying myself. That’s a regret I have.”
Now, there are a real crimes, and there are crimes against sports. Obviously, real crimes are worse.
But crimes against sports can be funny things. In a way, they’re a bigger betrayal, because when we care so much and invest so much energy in our favorite players in teams, it can hurt to know that they didn’t care even as much as you did.
Take Pete Rose, for example. His major offense in life was a crime against sports. He bet on baseball. Yet, he’s barred from the game, he’s become a joke and he’s basically a sports pariah. And yet, how many wife beaters and guys with multiple DUIs — real crimes that are clearly worse — take the field with no real consequences, day in and day out?
This newest Vick crime, the one against sports, is a serious one, because he’s gotten some insane amounts of unconditional love from the people of Atlanta, and what did he give them in return? Was he a model citizen and pillar of the community? No. Did he bust his hump to help the Falcons and work hard to be the best player he could be? Nope. He just admitted as much.
It seems like the love in that relationship has only gone one way. They loved Vick, and in return, he took their money, he took their cheers on Sunday, and he spit in their faces. Not just by his off-field activities, but by not caring about the game, either.

Conan O’Brien bid NBC good riddance Thursday in a $45 million deal for his exit from “The Tonight Show,” but his immediate future in television remains a question mark.
The contentious two-week battle that would allow NBC to unseat O’Brien and move Jay Leno back to the program he hosted for 17 years, comes less than eight months after O’Brien took the “Tonight” throne from Leno.
Under the deal, O’Brien will get more than $33 million, NBC said. The rest will go to his 200-strong staff in severance.
What happens next for O’Brien?
“We don’t know,” his manager, Gavin Polone, said Thursday. “While we have had expressions of interest, we have not had any substantive conversations with anybody.”
Ideally, said Polone, O’Brien “wants to get back on the air, doing the show he’s doing now, as soon as possible.”
There has been much speculation on where that might be. ABC (which airs “Nightline” and “Jimmy Kimmel Live!”) has said it wasn’t interested, while Fox, which lacks a network late-night show, expressed appreciation for his show — but nothing more. Comedy Central has also been mentioned as a future home.
Meanwhile, O’Brien might conceivably conduct off-camera business with his old bosses.
“We do have a continuing development relationship with Conan’s (production) company,” said Marc Graboff, chairman of NBC Entertainment and Universal Media Studios. “So we still keep the door open.”
Leno, whose weeknight prime-time hour ends Feb. 11 after just five lackluster months, will return to “Tonight” on March 1, originating from the same Burbank stage where he has hosted his prime-time show. The staff of “The Jay Leno Show” is expected to be kept mostly intact for “Tonight.”
Leno’s viewer appeal will also prove intact when he resumes his rivalry with CBS host David Letterman, predicts Jeff Gaspin, chairman of NBC Universal Television Entertainment.
“We believe Leno will be very competitive right away,” he said, “and that over time Leno will be the late-night leader again.”
Compensation for O’Brien’s staff and crew was the final hurdle in negotiations between NBC and O’Brien. O’Brien was said to have been “dug in” on the issue out of concern for the workers, while NBC said this week that it had already agreed to pay “millions of dollars to compensate every one of them” and deemed it a public relations “ploy.”
On Wednesday night’s show, speaking of a push to get a severance deal for his staff from NBC, O’Brien joked, “At first they thought I was gullible. They said the staff would be taken to a big farm, where they’d be allowed to run free forever.”
Clearly, the differences were worked out.
“Conan appreciated what NBC did to take care of his staff and crew, and decided to supplement the severance they were getting from the network out of his own pocket,” Polone said.
O’Brien will be free to start another TV job after Sept. 1, NBC said. His final show will be Friday, with Tom Hanks scheduled to appear as well as Will Ferrell — his first guest when O’Brien debuted as “Tonight” host last June.
O’Brien landed the “Tonight” show after successfully hosting “Late Night,” which airs an hour later, since 1993. But he quickly stumbled in the ratings race against his CBS rival, David Letterman. Under Leno, the “Tonight” show was the ratings champ at 11:35 p.m. Eastern, but he proved an instant flop with his experiment in prime time.
Last week, NBC announced that the five-hour vacancy in prime time left by Leno will be filled by scripted and reality fare calculated to bring NBC affiliates a more robust lead-in audience for their local news than Leno had been delivering. A provisional slate of shows will include new and veteran NBC dramas, a comedy panel series produced by Jerry Seinfeld and “Dateline NBC.”
It had been no secret that the 46-year-old O’Brien was scoring puny ratings numbers on “Tonight,” averaging 2.5 million nightly viewers, compared with 4.2 million for Letterman’s “Late Show,” according to Nielsen figures.
It was even more obvious that “The Jay Leno Show,” airing weeknights at 10 p.m. Eastern, was a disaster. Mostly justified by the network for its bargain-basement production budget, it not only was critically slammed but also found a disappointing popular reaction. It has averaged 5.3 million nightly viewers since its fall debut — about the same number that watched Leno’s final “Tonight” season, in a time slot when far fewer viewers are available. By comparison, the season’s top-rated 10 p.m. network drama, CBS’ “The Mentalist,” has an average audience of 17 million.
But few observers expected the abrupt upheaval that erupted publicly just two weeks ago, when two Web sites posted unsourced stories that the 59-year-old Leno’s show would soon be canceled or moved into O’Brien’s late-night domain.
Days later, NBC executives unveiled a plan to restore Leno to 11:35 p.m. with a half-hour program, then slide O’Brien’s “Tonight Show” to 12:05 a.m., followed by “Late Night With Jimmy Fallon,” also pushed back a half-hour.
Disgruntled affiliate stations, which have lost viewers and advertising revenue for their late local newscasts since “The Jay Leno Show” premiered, appeared to spur NBC’s sudden changes. The 210 local NBC stations saw their late news audience drop, on average, by 25 percent in November compared with the previous year among desirable 25- to 54-year-old viewers, with the Leno experiment costing the stations collectively $22 million over a three-month period, according to the research firm Harmelin Media.
In a clear vote of no confidence, some rebellious stations were threatening to drop “The Jay Leno Show” and air their own programming.
The network had been counting on O’Brien’s cooperation, and wanted an answer quickly, so it could have the configured lineup ready to launch after the Winter Olympics, which will dominate NBC’s schedule from Feb. 12-28. But O’Brien threw a wrench into NBC’s plans, and triggered a public relations firestorm for the network, when he issued a statement rejecting the offer to delay his show to make room for Leno’s return.
The escalating mess furnished plenty of material for jokes by competitors of Leno and O’Brien, as well as the two NBC hosts at its center, who bashed each other and their network. As recently as Wednesday’s monologue, Leno said the rainy weather in California “couldn’t have come at a worse possible time. Today was the day NBC was supposed to burn down the studio for the insurance money.”
Online, many have leaped to O’Brien’s defense in recent days and applauded his stand against NBC. “Team Conan” became a popular Twitter topic for viewers who pledged their allegiance to O’Brien.
For many observers, this clash of talk-show hosts recalled the late-night follies played out by NBC in the early 1990s as the network wavered confoundingly over who — Letterman or Leno — should inherit “The Tonight Show” from Johnny Carson.
The current revival of the late-night follies was set in motion nearly six years ago, in what was hatched by NBC executives as a farsighted strategy to ensure an orderly transition.
In the fall of 2004, the network announced that O’Brien would take over for Leno in 2009. That move by NBC — and endorsed by Leno, despite his clear aversion to leaving “Tonight” — was designed to keep O’Brien from jumping ship when his contract expired. As years passed and Leno strengthened his grip as the late-night ratings champ, NBC anguished over how to keep him usefully occupied on the network somewhere other than “Tonight,” and safely out of reach of rival networks who were courting him.
In late 2008, the network caught the public and the industry by surprise with its virtually unprecedented scheme: a new Leno hour “stripped” in prime time from Monday through Friday.
“A lot of people were shocked,” Leno joked to reporters when the plan was announced. “They didn’t know NBC still had a prime time.”

La Toya Jackson is next in line to fill Simon Cowell’s shoes on “American Idol” — that’s if La Toya Jackson has anything to do with it.

We’re told MJ’s sister and former “Idol” producer Nigel Lythgoe cozied up at a housewarming party for Kathy Hilton in Bel Air recently — before Simon broke his big news — and the topic came up of La Toya possibly guest-judging on the show.

One of the young mothers from the MTV reality show “Teen Mom” was allegedly choked and then hit by her 54-year-old mom this weekend — and mom is now facing domestic violence charges.

The Council Bluffs Police Department in Iowa tells TMZ Debra Danielson — the mother of 18-year-old “Teen Mom” Farrah Abraham — was arrested at around 1 PM on Saturday for suspicion of domestic abuse/serious assault.

According to cops, Farrah and Debra started arguing over childcare issues when Debra allegedly threw an MTV shirt at her daughter … which landed “on or near” Farrah’s baby, who started crying.

That’s when Farrah claims she went off on her mother — who then grabbed Farrah by the throat. Farrah told cops she pushed her mother’s hand away from her throat, causing her mother to strike her on the right side of her head and mouth.

In the report, officers say they observed multiple cuts on the right side of Farrah’s lips.

Jay Leno just finished his monologue tonight where he addressed the Conan O’Brien situation head-on, saying that in 2004 NBC didn’t have faith Jay could remain #1 in the ratings.

Jay explained that NBC execs came to him five years ago and told him they wanted to give “The Tonight Show” to Conan because he was getting other offers. When Jay pointed out he was #1 in the ratings, Jay said the exec told him, “We don’t think you can maintain that.”

Leno said the network guaranteed him two years on the air. He said the network knew he’d get killed during the main TV season, but thought he’d excel against summer re-runs.

Jay said when the network approached him about doing a half-hour show at 11:35 PM, he was hesitant but said getting beat in the ratings humbled him.

He asked the network exec, “Do you think Conan will go for that?” The exec said yes.

Leno repeatedly complemented Conan, calling him a “gentleman” and saying, “Don’t blame Conan O’Brien.”

At the end of the day, Leno said, neither of them were delivering the ratings they should have been.

Nicolas Cage is determined to get his financial house in order and to pay the IRS all that he owes in back taxes.
While the government recently placed a tax lien on his real-estate holdings, including an additional $6.7 million from 2008, “over the course of my career I have paid at least $70 million in taxes, unfortunately, due to a recent legal situation, another approximate $14 million is owed to the IRS,” Cage told PEOPLE in an exclusive statement.
“However, I am under new business management and am happy to say that I am current for 2009, all taxes will be paid including any to be determined state taxes.”
Cage will next be seen in the thriller “Season of the Witch” in March.

Brooke Mueller has moved back into the Los Angeles home she shared with Charlie Sheen — and the “Two and Half Men” star has moved out so as not to violate a restraining order filed against him after their domestic dispute on Christmas Day.
Mueller flew back to L.A. with the couple’s twin sons from her rental house in Aspen, Colorado, where the fight occurred, her lawyer Yale Galanter told PEOPLE.
Sheen, meanwhile, remains in Los Angeles where he’s at work on his hit show.
“Brooke has personal matters and places to take the twins in Los Angeles, so she went home for a few days,” said Galanter. “Charlie is staying with a friend for the time she is there.”
Sheen, 44, was arrested December 25 after Mueller called 911 saying the actor threatened her. A judge issued a temporary restraining order against Sheen.
Mueller, 32, maintained that she wants to see her husband again. Her attorneyfiled a motion to try to get the order’s no-contact clause thrown out.
Mueller and Sheen will return to Colorado for the January 20 hearing, her lawyer said.
“Brooke still has her house in Aspen and will be back next week,” Galanter told PEOPLE. “So will Charlie. But not together.”

Shaquille O’Neal has some unfinished business in Arizona where some dude in the desert is trying to stake claim to the legendary “Shaqtus” … a mystical plant indigenous to Florida, Arizona, Southern California and Ohio.

A legal war is raging over the nickname Shaq earned during his days playing for the Phoenix Suns — The Shaqtus.

According to a lawsuit filed in Las Vegas, Shaq claims a random businessman beat him to the punch in registering for the Shaqtus trademark — and it’s causing a serious problem for Shaq’s business.

In the lawsuit, filed by a company run by Shaq, the basketball star claims the businessman tried to shut down Shaq’s hilarious ESPN commercial, in which he goes to the desert, finds the Shaqtus, and refuses to let anyone else touch it.

ESPN blew the guy off — but now Shaq is looking to take back full control of the Shaqtus trademark.

But according to the suit, the businessman isn’t going down without a fight — arguing that Shaq consented to his use of the Shaqtus because Shaq once took a photo with a guy and autographed a shirt for him.

Conan O’Brien’s most loyal employees are refusing to abandon their leader — and have taken to Facebook to rally support for the guy NBC is treating like a redheaded stepchild.

Several people who work for “The Tonight Show” and NBC have united on the social networking site and changed their picture to an Obama-esque image of O’Brien that features the words, “I’m With COCO.”

The COCO craze is already spreading like wildfire on FB — and according to the guy who created the artwork, Mike Mitchell, the image has already been seen by Conan himself.

So far … no sighting of any “I’m with Chin” or “I Heart Peacock” artwork floating around.
